How to save £3500
If your van doesn't meet the new more stringent ULEZ emission standards you will need to pay a daily charge of £12.50 to drive your van in the zone. Worry not, the Mayor of London has launched a scrappage scheme to help take on London's air quality crisis. This scheme supports micro businesses and charities as the Ultra Low Emission Zone (ULEZ) looms ever closer.
If you meet the eligibility criteria for vehicles and organisations outlined on the Transport for London (TfL) website then you can apply for one of three funds:
Option 1: Scrappage for frequent users of the Congestion Charging Zone (CCZ) - £3500
To receive £3500 for your non ULEZ exempt vehicle under this option, the van you are scrapping needs to have been driven within the Congestion Charging Zone at least 52 times during the 6 months before 22nd February 2019, this figure will be checked against existing transactions in your London Road User Charging account. It must also be a pre-Euro 6 model light commercial vehicle (or charity-owned minibus) that doesn't meet the ULEZ standards.
Option 2: Scrappage and purchase/ lease of Euro 6 replacement - £3500
Under this option, the van that you are scrapping needs to be a pre-Euro 6 light commercial vehicle (or charity owned minibus) that does not meet the ULEZ standards and replaced (either by purchase or lease) with a Euro 6 light commercial vehicle or Euro 6 minibus for charities only. The micro business or charity must be registered at a Greater London address.
Option 3: Scrappage and contribution towards running costs of an electric van
The grant payment under this option consists of £3500 for scrapping eligible vans and an additional £2500 contribution towards running costs including insurance of a replacement electric van or vans. The van you are scrapping must be a pre-Euro 6 light commercial vehicle or charity-owned minibus that does not meet the ULEZ standards and replaced (either purchase or lease) with a light electric van or electric minibus for charities only.
For a micro business or charity not registered in Greater London the van being scrapped must have been driven within the Congestion Charging Zone at least 52 times during the 6 months before 22nd February 2019, this will again be checked against existing transactions in your London Road User Charging account.
Under this option you can apply for a refund from ULEZ charges for the three months after you first apply for the scheme.
Are my business and van eligible for the scrappage scheme?
Micro businesses
For Options 2 and 3 above, businesses must be able to prove that they are registered at an address in a London borough or the City of London, this proof includes documents from Companies House, HMRC or Charity Commission.
To qualify for the scheme, micro businesses must have 10 or fewer employees, up to £623,000 turnover or up to £316,000 balance sheet total in the preceding or current financial year and companies house registration as an active company in the UK or be VAT registered in the UK.
Charities
To qualify, charities must be registered with the Charity Commission as an active charity.
Van(s) you are looking to scrap
These must be road taxed with a valid MOT, insured for business use, scrapped at an approved Authorised Treatment Facility (ATF) and be a van or minibus owned by a registered micro business or charity for more than 12 calendar months before 22nd February 2019.
